ABOUT JANET

Janet Stone has more than 30 years of professional experience working within the affordable housing and sustainable development policy, program, and development arenas. She managed the development of new affordable housing projects, overseeing all predevelopment activities including financing, entitlements, community outreach, and programming. Her experience also includes developing strategic policy initiatives aimed at increasing the production of affordable and supportive housing within a sustainable and equitable community framework.

Since 2018, Janet has worked as an independent affordable housing consultant. Her clients include the Housing Authority of the County of San Mateo, the Housing Leadership Council of San Mateo, and 21 Elements, a San Mateo County collaboration involving all 21 jurisdictions in the county.

Janet is currently working as a consultant to 21 Elements, helping a number of cities to better deploy their Housing Trust funds. She is also working with Baird + Driskell Community Planning to assist the City of Half Moon Bay with its strategic planning for affordable housing development.

RECENT WORK

As an affordable housing consultant, Janet worked with the Housing Authority of the County of San Mateo to steer the Midway Village Redevelopment project to its October 2021 start of construction.  Working with a team of project managers from the Housing Authority and the nonprofit affordable housing developer MidPen Housing, Janet helped the project successfully win city entitlements and secure environmental and other approvals.  Current residents will be able to relocate directly into their new apartments without the need for off-site relocation. The redevelopment of Midway Village in Daly City will take place over 5 phases, transforming an aging 150-unit affordable housing development and adjacent city park into a new 555-unit mixed-use affordable housing community with a childcare center, new city park, 535 affordable apartment homes, and 20 affordable ownership townhomes.
